Good Morning,
I am going to purchase a SAR-8 or HK91 very soon. My understanding of what I have read on the net points to that HK91's were imported before the ban (and 922r) with all the evil removable flash hiders, pistol grips etc... and I do not have to replace any of them with US parts.

SAR-3/8s were imported (mostly) after the ban and require all the nice us made parts. This site (http://gunwiki.net/Gunwiki/BuildG3VerifyCompliance) says i need 7 US parts added. My understanding is that some SAR's came with a pinned muzzle device, in which case it does not count because it is not removable.

This site seems to be one that has a good deal of compliance parts: http://www.hkparts.net/shop/pc/HK-91-HK-G3-922r-US-Compliant-Parts-c234.htm.
- What parts would you recommend replacing, so that they have the least amount of effect on the rifle as far as reliability?

- If my assumptions are correct by the time you buy a SAR and the compliance parts you may be very close in price to the actual hk91.
Thank you,
Tom

Don't know the answer, but you are very lucky to find a HK91.

Had one and sold it a few years back....I regret that decision every day.

Im seeing them around 3000 or 3200 with a few magazines. 4000 might be ok with the box and a bunch of mags and a scope mount

Springfield imported the Sar 3, Sar 3/8 and the Sar 8.

Sar3s are identical to 91s in configuration.

Many Sar 3/8s are identical to 91s in configuration.

Sar 8s have thumbhole "sporter" stocks.

None of these rifles need US parts to be legal, they are all legal as imported. However if you make a non sporting configuration out of a Sar 8 (ie you want to remove the thumbhole stock and replace with traditional stocks and remove the fake pinned on flash hider and replace with the real thing) then you will need to observe 922r rules.

Keep in mind 922r only applies to the manufacturer. So if you buy a Sar 8 set up for preban configuration and you are unsure if it has enough US parts it really doesn't matter. You didn't make the rifle, the rule doesn't apply to you.

When I finished adding the requisite number of compliance parts to my SAR-8, I was probably less than $500 short of the current price for an HK-91. With today's prices, I don't know if that would still be true.

I sent my SAR-8 barrel to Investment Grade Firearms for the installation of a US made flash hider. http://www.investmentgradefirearms.com/igfproducts.htm

I added a PTR/Scorpion Arms cocking handle, buttstock, and complete trigger pack.

I'm happy with my SAR-8, but if the price difference was only about $500, I would buy the H&K.

So what your saying is a guy buys the rifle in sporter configuration and coverts the rifle to non sporting configuration , but does not use the right number of 922r parts and if i buy it from him than its not my problem that it does not have the correct number of parts because i did not do the conversion?

My only question would be how could i prove that i did not convert the rifle, but i purchased it that way?

Correct. If you bought a kit build gun that was 100% German parts it is NOT your problem because you were NOT the builder. And it's almost impossible to prove either way (lately manufacturers need to mark their builds to avoid this problem) so it's basically unenforceable.

They would have to prove you were the manufacturer, there is no burden of proof for you. More importantly, I'd be amazed if there were more than 3 employees at the entire BATF who could sit down with a given rifle and correctly identify the origin of each part.
