NY mag capacity...new legislation?

I heard from a buddy of mine that NY passed something that says if we have 10rnd mags and we put 7 rnds only in them then we are good to go?

I seached here and googled, didnt find anything with google and only reason I ask is because I need to go up there soon.

He might have gotten confused on the interim. I believe there is a grace period when you can load them down to seven, but by the end of that grace period they have to be sold out of state or turned in (I think you are only allowed to convert 8 and 9 round mags to 7 rounders.
