Take a look at INDECT project: http://www.indect-project.eu/

When it came out that it is developed mostly in Poland, with participation of Polish Police all hell came loose in media. Of course ready answer to was "if you are innocent, you do not need to be afraid of anything". Ministry of Internal Affairs was forced to cease official involvement in this project. There are still some countries in EU with hope for citizen rights, but we are loosing ground fast to UK or Germany.
