ID this rifle and Optic

Saw this on FOX this morning. Syrians in combat and this appears to be a M16a1 to me with some sort of optic I have never seen.
What does the hive mind say it is?

It resembles an A1, but I really don't think it is. The carry handle and charging handle dimensions just look all kinds of weird. All sorts of crzy knock-offs out there.

Probably some surplus from way back when that our military said was worthless and they gave it away.
