Can someone tell me what he is talking about? FF to 4:30 and he mentions a database or program named "NSEARS" INCEARS" .... what is the correct name, I can't seem to figure it out.

I'm not sure if he's playing semantics / definition / wordsmith games but I think it bears further scrutiny by defining w/ specificity of terms etc.
