I just noticed the upper I was planing on using for a 300 blackout build does not have m4 ramps. Do I need them for the 300blk? Didn't know if the larger bullet needed them. Thanks

Wouldn't hurt to have them but you should be okay without.

They're not "needed" but they don't hurt. If you can, buff the existing feed ramps with a bore patch with some JB Bore Paste. I use my variable speed drill with a bore brush, with the patch wrapped around it. Just go slow, don't change the angles, just polish the surfaces. I did that to mine and a buddies feed ramps and it helped so the rifles feed the NOE 311247 easily.
