I am having a hard time finding anything in print about what is or is not legal to order for reloading purposes in New York; Staten Island in particular.

Is it still okay to order gunpowder, bullets and such into the five boroughs?

BATFE, NY field office personnel told me that only black powder is through them, so local laws apply to any other components. According to her that does not encompass all gunpowder. I thought the term "black powder" was a generic term for all gunpowder used in reloading.

Just want to find something I can print and keep close by in case of "emergency".

In MOST places, modern powder is not considered explosive, and therefore is not subject to regulations.
However, real black powder IS, and most places have regulations on the storage over certain amounts.

ETA:
Not sure if Staten Island is 'part' of NYC, but TOS has a thread about this issue, and apparently you have to have a license or permit or face fines from the FD if it is found out you have the stuff...
