Let them riot. They're destroying economic value by doing what they're doing anyway, might as well make them be honest about it and deal with them for what they really are.
Oh the horror... They'll have to take a half a day off from spending other people's money. This is where planning comes in. They can simply spend twice as much in the preceding 12 hours, and I'm sure everyone will make it through just fine.
No alcohol purchases for 12 hours......yes, some will be angry.
