Oh, the Fixed Carbine Stock, no I don't believe it can.

Notice the two holes running down the side of the stock. These are what the Riser attaches to.

Unless you have a side charging handle it wouldnt work anyways. The riser would block the charging handle from moving. The normal riser for the ctr requires the stock to be fully extended for the charging handle to function properly.
