Just want to verify one thing or two.

This is how you are supposed to mount the front sight on this rail right? I figured it would sit flush with the front, but there is no way to for it to grab the picatinny rail past this point. It tapers off, plus it would overhang. And if this is correct, can someone explain to me why they have it like this?

Second, for the m203 hangers, I can remove those right before installation?

I don't know what front sight you are mounting, but its pretty self explanatory. Cross bolt of the sight sits as far forward as possible. If by the design of your particular sight this isn't possible, just move it back a notch.

Yes, you can remove the M203 hangers.

And definitely remove the M203 hangers. They will come loose and flop around in there. Gets annoying.

You have a good setup. The RIS II and DD fixed sights are awesome.

I have the DD sight mounted on my RIS II at the same place you show in your pic, works fine. Looking at their page under sights, they have a sample pic that looks the same as well. There are probably some sights that do sit flush with the front, but it's not a necessity. I didn't install the hangers, either.
