I'm starting this thread in reference to an EE ad posted by CTI selling Surefire Scout Lights.

I became concerned when I started to receive PM's from members who had paid for lights but had not received any product. I myself had also paid for lights but due to my ever increasingly busy schedule I hadn't given it much thought. I attempted to contact CTI but he did not return my PM's or emails. I was finally able to track down a phone number and have established contact.

CTI stated he was overwhelmed with the amount of messages he received regarding the ad. He also stated he was having difficulty with PayPal and retrieving funds. I paid the initial PayPal account only to have it refunded then directed to a new PayPal account.

After speaking with CTI today I was assured that he was picking up the lights by Thursday and would be shipping by the weeks end. I'm trying to be patient and understanding but that is wearing thin. I told CTI if the lights were not received and shipped by the end of this week then he needed to make plans to refund all payments to buyers.

He has sworn to me that he would keep me updated and personally guaranteed that he would ship every light. We shall see.

Anyone is free to post here with questions or concerns. I will also text the link to this thread to CTI for his participation and input.

Until this is cleared up CTI does not have any EE privileges.

This will remain professional. Period. If CTI does not follow through with his promises then I will post all information discovered, including contact info and anyone else is welcome to as well. I will also be contacting local authorities and filing charges. If he comes through then we as M4C Staff/Mods will determine where to proceed from there.

Spoke to CTI via text message today. He stated he had fixed his PayPal issues and was trying to coordinate to pick up the lights tonight and he was going to call me first thing tomorrow with lights in hand. He also still said he would be shipping all lights by the end of the week. I will keep everyone updated as I get new information.

Curious myself, figured he would of sent them out by now. I think he lives in the Eastern time zone so the post office is probably closed.

He is meeting to pick up lights at 2pm 04-05-14. He stated he will be sending me photos of the lights and boxing everything to go out Monday. I've save all PMs, emails, and text messages so there is no wiggle room on his part if he tries to postpone. If he misses this deadline I'm out and I will deal with PayPal and local authorities.

No worries guys. I don't believe there was any malicious intent here. He was just overwhelmed with a large order, PayPal issues, and his supplier dragging his feet.

Lights were picked up today. Shipping will be Monday.

I've texted twice. I'll be back home Thursday. If nothing by then I'm opening a PayPal dispute. He sent a pic to me with a bag full of lights but I have no idea what the hold up is.

I'll update as I get more info or what actions I take.

I've already begun the resolution process with Paypal but am getting no response from him. He has not responded to either direct emails or emails through Paypal.

My hopes are not high at this point.

To those waiting to file through Paypal. Be advised that you have to start the resolution through them, including contacting the seller, in order to move the claim forward. I just escalated mine and thus it is being reviewed by PayPal, but from the looks of it, they may require 10+ days of no contact to start reviewing it.

I'm no PayPal expert but, I would definitely get the ball rolling sooner than later.

Well, I unfortunately used the gift option....I suppose I will just have to eat the cost and go the law enforcement route if that is possible.

You have until tonight at midnight to send me a tracking number for the lights. If I don't here from you I'll be filing a dispute with PayPal and I will also be filing a wire transfer fraud/theft report with your local authorities. I'm sorry that it's come to this but you don't leave me a choice. Deadlines have changed and I've given you chance after chance to make this right. After all of the delays and promises you can't finally tell me you are shipping lights Monday and here it is Thursday with ZERO communication. We talked about that already. It forces me to believe you have no intentions of honoring your commitment and that you willfully stole $2600+ for me and the members of M4C. I will forward ALL emails, PMs, text messages, phone numbers, email addresses, and physical addresses to PayPal as well as local LE and I will be posting ALL of this information in the feedback thread as well as linking to the other threads I've found on AR15.com and your local PA gun forum where you have done this before. It will be easy to find on a simple google search of your name or screen names. If you send me tracking info and you mail ALL of the lights TODAY it will end there. If not, you force my hand.

I have his cell number (of course the VM is full) as well as a home address. I'm also going to reach out to a couple of PA LE members we have here to see if they can help with local laws and maybe a PoC as well. When I file a case I'll post the case number and detectives name here so others can add to that charge instead of multiple individual cases. I'll keep you posted. Sorry about this guys.

For those in the Paypal resolution process, I've checked my status and Paypal is giving him till April 19th to respond before they move forward. Just to give you an idea of timeline involved in that process.

All that gives you though is the ability to file a dispute. It doesn't guarantee you a refund.

X2. Can't file a dispute on paypal because of the way I sent funds, but would be interested in filling charges with law enforcement if that is possible.

I recommend ALL who sent money to file with PayPal. This does show the dangers if the "gift option."

This guy is a thief. Plain and simple. No comms for over a week now. I'm washing my hands if him. He made this bed.

To those of you who have paid via gift (or even if you didn't, as long as the funds came directly from your CC)...just dispute the paypal charge with your credit card company. They will go after him ricky tick.

I was holding off on calling the local LEO since SWATcop said, in the first post, that he was going to make a report and pass on contact info accordingly. Hate to double up the initial work on the local PD.

Just comms are slow. Work has me in and out. Things may be slow with local LE as it's a holiday weekend.

I got my money back today. Spoke to customer rep at paypal, made them aware of the fraud. They are looking into filing fraud charges and will not process any of the sellers accounts.
Hope everyone gets their money back.

Today was the 11th day since I filed my claim. I called Paypal and they expedited the return of my money and it showed up in my account while I was on the phone with them. They stated that it would have showed up on the 11th day anyway but sped it up since I called in FYI.

I got it back through the claim, but I had to call and speak to customer service.
They credited my acct while I was on the phone with them.

He stopped responding to me after I made payment. I tried 2 emails to both his email addresses, neither returned, before I filed with paypal.

My money was refunded this morning after paypal finished the claim.

I think I was the only one who actually got my refund back from HIM before he skipped town and started dodging comms. I hope you all get your money back and this dude gets whats coming to him.
