Background:
I got payment for these kneepads late on April 21 and shipped it out the next day. I generally email tracking numbers, but for whatever reason I don't think I did for this item--I'm not 100% sure I sent it priority, but most likely I did since it was a fairly large package (I had taken a GIANT envelope provided by the PO, and folded it in half to tape it shut). In any case, I DO remember that both items that I shipped that day to two different people were going to arrive that Friday or Saturday, which would be 4/25 or 4/26 (I can't find my message to the buyer saying "they'll be there Saturday," but I often send a message like that too).
In any case, I assumed everything arrived, until three weeks later on May 14th when I got an email saying the kneepads had NOT arrived. By this time, since it'd been 23 days, it appears I may have thrown the receipts out (I know I cleaned out my truck console when we went up to visit friends on May 4th, and since it'd been like two weeks, having not heard anything, I assumed everything--and other stuff I shipped which I HAD received confirmation on, had arrived).
I DID go to the PO, but they said they couldn't help me even though I had the debit card I used AND knew within 8 to 24 hours of when the items were shipped. They HAD to have a tracking number they said.

I have never had this happen. I have over 200 examples perfect feedback on arfcom, gunbroker and ebay (over +80 at ar15, 18 or so at gunbroker and 90 at ebay) with TONS of compliments about my shipping and that my items are better than described, etc (SEE LINKS BELOW). I've never had a neutral or negative feedback in my life.
I don't want to be out a pair of $60 arcterx kneepads, BUT I don't want him to be out $40 (or the knee pads he wanted/expected).
What should I do??

I know I've not sold much here, but link to my perfect feedback elsewhere can be found at the links:

I haven't heard back from the buyer, but my last email 4 days ago said this:
"Well, the Murray Hill PO wasn't helpful at all. They said they HAD to have the tracking, but I said that I since I shipped it on the 22nd or 23rd, and since I didn't hear anything after like 10 days, I assumed everyone got everything--because I've never had a problem before, I probably threw the receipts away (often I keep them on the console on my dashboard, but I cleaned the truck out when we went on a trip to Jekyll Island on May 3rd).
I asked why they couldn't use the debit card and the fact that I knew the date-range to look up the order and get the tracking number, but they said that was impossible. But they didn't seem too keen on helping me--the fact that the one manager had to ASK the other guy "Can we do that?" almost implied to me that what he was really saying was, "Do we really want to do all of that for this guy?" What kind of gov't entity doesn't keep records--TARGET and WALMART can look up your transactions by debit card, so I don't know.
I'm going to go to the downtown hub tomorrow and see if I can get answers.
I would have assumed it would be returned to me UNLESS someone (a) kept/stole them, or (b) got them, but has yet to give them back to the post office.
In any case, what is the proper procedure for dealing with this sort of thing? I don't want to be out a pair of new $60 knee-pads, and I don't want you to be out $40 (or the knee-pads).
I know it was shipped, because I remember how I used a HUGE USPS envelope, but folded it in half and taped it up. I THINK I shipped it priority because it was so big, BUT I can't be 100% positive...though I often do tracking even if I don't do Priority. I just remember shipping two things that day and they were BOTH scheduled to arrive either Friday or Saturday of the week you paid (shipped 4/22 or 4/23).
