It is just astounding how careless and poorly trained most of these morons are with their weapons. We have all seen things like this before, (well, maybe not this bad) and it always confounds me. You would have to imagine he is drunk, but I believe that would be forbidden under their laws. Therefore, pure stupidity must be the culprit.
