Making a pair of "broomstick chucks" in your garage would constitute "felony manufacture of an illegal weapon" and simply having them in your room would constitute "felony possession."

Even a book "Nunchaku: Karate Weapon of Self Defense" by Fumio Demura was made unavailable for sale in CA. You remember them, the state that says "free expression" and "free press" are more important than anything and would never ban the sale of a book such as "The Communist Manifesto."

Apparently the irony of a weapon that was developed and incorporated into Okinawan fighting systems as a result of a "ban on weapons" was completely lost on the California legislature and the Attorney Generals office in 1973.

Eventually an exemption to the law would be made for "registered karate schools" but the 1973 law remains in effect. Probably a good thing because one can only imagine the horror if LA street gangs traded in their illegal guns and knives for two sticks tied together by a rope or chain.
