Thought this was kinda odd, personal upper being used in theater? Or is this a stop gap DMR setup?
Who knows. I did a Google image search and everything links to the site you provided. So who knows its' authenticity.
I found this:
"A U.S. Army Soldiers from the 1st Squadron, 2nd Stryker Cavalry Regiment, pull security on Nov. 20, 2007, in Baghdad, Iraq.

Well that appears to be a fulton armory gas block, but I can't get an ID on the rail.
Here's something I read about 1st Squadron 2nd Stryker Cavalry Regiment:
The newly constituted 2nd Stryker Cavalry Regiment completed its move to Germany in the
summer of 2006. There it joined US Army Europe (USAEUR) as part of V Corps. This was part
of the transformation of USAEUR to a lighter, more agile force.
On 20 October 2009, the Department of Defense announced additional planned Afghanistan
Deployments. The 1st Brigade Combat Team, 101st Airborne Division, Fort Campbell,
Kentucky; 2nd Stryker Cavalry Regiment, Vilseck, Germany; and 2nd Brigade Combat Team,
34th Infantry Division, Iowa National Guard would begin deployment to Afghanistan starting in
Spring 2010.
So... 2007? Shouldn't he have been in Germany?

2nd SCR deployed to Iraq in support of OIF 07-09 and operated in northern Baghdad and Diyala Province. My squadron - 2d Squadron, 3d Armored Cavalry Regiment - was attached to 2nd SCR in Diyala for most of that deployment until 2nd SCR returned to Germany. So yes, their home station was in Germany (and still is), but they were deployed to Iraq at that time.
Incidentally, 2nd SCR is the name for the former 2d Armored Cavalry Regiment (2d U.S. Cavalry Regiment) after they transformed into a Stryker Brigade. They continued the lineage of the 2d ACR, although it didn't go all that smoothly when the nearly all-Infantry leadership abandoned some of their Cavalry traditions. When 3d ACR converted to Stryker a couple years ago, they took some lessons from 2nd SCR's experience and changed the name (back) to the 3d Cavalry Regiment (3d CR). They assigned a mix of Armor and Infantry leaders to the Regiment and did a much better job of retaining the heritage and traditions of the Regiment.

Interesting, it does look like a designated marksmen, even so, where you aloud to modify your rifle in such a way on these deployments?
With my uneducated guess I'm gonna go with the Samson star.

Please excuse my ignorance but is the guy on the ground shooting an M1 carbine?

No, that is a scoped bolt action rifle.
No, that is a scoped bolt action rifle.
No it is a m14 style rifle. Not a bolt action. The semi auto civilian version of which is the M1a - not not m1 carbine that is different.

No, it's an M14. That dude's acting as the SDM.

Yep you are right, the FH gives it away after a closer look. In either case it isn't an M1 carbine.

That was my first though but look at the vents. The Young vents are larger and lower in quantity. Also, the Young HGs had a taper to them near the end where it mates to the receiver. That handguard looks too round. It looks like cheap airsoft junk actually. Maybe the whole scene was staged.
