Does the Troy Ind rail tighten with screws like the Surefire rail or is it held in by the delta ring like the standard plastic front grips?

are you trying to say, is it a free float or 2-piece? Depending on which one you mean, I'd have to say free float. I don't remember seeing a 2-piece there.

It locks in like a regular HG but then locks down with 4 screws and is optic stable.

Both. The delta ring locks in the 2 pieces, and then 4 screws are used to tighten them together.

The Troy drop in rail only comes in 2 piece.

Yes I realize their 2 pc. Just wondered if there were screws invovled,or they were held in as the standard handguards without having to tighten anything down. Thanks!
