Center-fire semi-auto rifles are banned in Ireland.
You are proposing an international transfer of a banned item.
There are lots of other details, but these two make all others irrelevant.
ETA- this information is probably incorrect. Still, laws regulating international transfer apply.

I don't think that's correct. If he has a license he could buy a rifle. I would be suprised if a semi-auto would be approved but who knows. Are you talking about the Republic of Ireland or Northern Ireland? It would be banned in Northern Ireland for sure though.

My .04 cents. I would stay away from it. You have to be compliant with ITAR and other export regulations and it probably isn't worth the hassle.

Actually, several Irish members of AR-15.com own EBR's. Vito aka ANdy is one of them.
The Irish actually changed their law a decade or so ago and allowed it!
The AP-74 is a rimfire IIRC.
Still, I would not internationally ship a firearm.
