I did a search for various relevant terms and came up with bupkus.

Perhaps someone with more varied, or longer in duration, experience can explain this to me. Extra credit if you can do it without using the words impractical, unnecessary, or reckless, because I have that part figured out.

What are you trying to find out?

Also, I remember an old thread where a rebar cutter was discussed. Lemme see if I can find it.

My apologies, I just couldn't wrap my head around any feasible application of that feature.

Ah, gotcha! Yeah, it is pretty ridiculous. I think its marketed as a "well, you have it if you need it" type deal. Again, much better to have the correct tools for the job. If you think that is kinda silly though check out the link I posted for a rebar cutter. THAT is ridiculous haha.

Nothing like letting them know you are coming!

I wonder if just sticking the wire in the prongs of a vortex or similar would do the same thing. I'm certainly not going to try it with any of mine though.

My initial thought as well, but the description on the video explains the rationale:

Not that cutting wire with the SVCOMP is ideal or the most stealthy method, but some times the gig is up and time to root through a ruck is not an option. We just wanted to provide other options for an emergent situation.
