In the 5.56 platform we're seeing a VERY large influx of affordable/low-cost BCG's, most if not all with 9310 steel bolts.
Second - in the AR308 world which is clearly growing rapidly, most if not all bolts are made of 9310, with some consensus being 'its the right material ' (since there is no TDP who am I to argue?).
No one seems to question this.
These (http://www.toolcraftinc.com/products/) guys obviously beg to differ - offering car158 bolts in their 308 bcg's.

So there appears to be some disconnect (good for 308 but not 5.56?) and also wonder if this is perhaps a play of many jumping on the AR308 wagon, given what it takes to procure/produce car158 this being their only option, with the right spin it will sell.

The list of manufacturers of all these 9310 bolts/BCG's is exponentially larger than with car158, and I wouldn't run an semi generic 9310 bolt in my 5.56 AR, where to begin?

I believe nobody questions it because the AR-10 was originally designed to use 8620 for the bolt and 9310 is known to be superior at this point.

I did not know that. Interesting.
I am now interested to see what other companies' .308 AR bolts are made of.

The AR15/M16 originally had an 8620 bolt, probably because the M14 had one too. Most AR bolts out there that don't specify what steel the bolt is made of are rocking an 8620 bolt as well. Quality steel, just the wrong application. With 9310, companies are able to buy the material in much smaller quantities, so that is obviously going to make it more suitable for a smaller production item like a AR10 bolt. I've never used one, but they are constantly becoming more popular. I personally think they have moved from a "wait and see" product to another quality option, at least in the AR15 world.
