Corbon HPs and Powerball question.

I have some Corbon 9mm 125gr. +P JHP and some Pow'RBall 9mm 100gr. +P ammo that I bought when I was just getting into pistols a couple years ago to carry in my guns. The bullets will spin in the casing by just using your fingers. I noticed this when I bought them but was too inexperienced to notice it wasn't normal. They were both like this when they were brand new. The bullets DO NOT get pushed down in the casing because of the crimp on the case that Corbon does. Should I be concerned? Or is this normal for the Corbon stuff?
