With the CLEO signature not being needed are there new forms? Or can I just fill out the old form fill it in and just leave the cleo area blank?
I'm mailing hard copies ( I hope) my computer skills suck to do the eform.

Does the ATF still require 2 of these? The last ones I did were years ago, and I believe ATF wanted 2 of all the forms.

Yes, always 2 copies each for form 1 & 4's .

Just to be clear...CLEO sig is only for individuals, and eForms can't be used by an individual. So, paper forms would be your only option.

And CLEO sig is still required for any form postmarked prior to 7/13/16.

CLEO signature depends on what form you use.

Actually, it depends on how he files, not the form. As BigWaylon mentioned, file as an individual, and you need a CLEO signature, regardless if it's for a suppressor or SBR.

In case the OP read/heard something and was confused, the item does make a difference on an F4 in regards to the applicant signing it. Suppressors and AOWs don't require a sig, while MG/SBR/SBS/DD do require one. But, this has nothing to do with the CLEO signature. (See instruction 2E for Item 14).

The links I had to the new draft versions of the F1 & F4 are dead.
