Can't find a soft body armor carrier

A friend gave me 2 soft body armor inserts but I'm having trouble finding a carrier. I definitely want molle on the front and back and I'm trying to send under 100 dollars.

Goes to an Eagle CIRAS/FSBE land vest. Occasionally you can find these but generally they will run a minimum of $250. With the advent of plate carriers, a crap ton of these vests got DRMO'd. And many ended up in private hands.
