What is the purpose of this type of loop with the obscured screw?

Yes, nut.

These are 1.5, which came on a couple of new magazine carriers. It looks like they are designed for when there are not enough holes to mount the standard loops, though there are enough holes to mount the standard loops on these carriers.

With the O-ring sandwiched between, you can tighten it without using a screwdriver on that side.
