So my brother can't figure out how to take the rail off his dpms and honestly neither can I.

I've used a strap wrench to rotate the barrel nut (counterintuitively) towards the receiver. It acts like a locking nut against the rail. Then rotate/unscrew the rail off.

I once came across a .308 AR build in which the gas block must've been installed ~after~ the rail. The barrel nut looked like the one in your photo. It would loosen, but the gas block (up in the top rail section) wouldn't allow th rail to rotate enough to be removed with out first removing the gas block.

Seemed like a damn fool way to assemble a rifle to me.

I'm no expert on DPMS handguards but, I've taken one apart before. The handguard may be threaded to the barrel nut. If it is, then you'll need to unscrew the handguard then you can remove the gas tube which probably passes through the barrel nut. Then use whatever tool (spanner?) to remove the barrel nut.

You need the correct wrench. That rail is most likely made for them by YHM. Once you loosen the jam nut in the back, the rail will then unscrew from the barrel nut.
