Bought the below KAC-esque covers from an EBay seller in Killeen, Texas ($5 each). They're marked "P&S PRODUCTS" and "4U486". Just cheap Chinese knockoffs or mil surplus?

P&S actually acquired the M4 RAS contract when KAC sold the TDP to the gov.
They are made in the US, though I have heard reports that they are a step down in quality from our (KAC's) original product.
That said, the items as pictured are 98% likely to be inappropriately acquired government property, caveat emptor.

Gov suppliers don't make a habit of gov marking and packaging commercial product.
There is constant need for these items (we still sell a bunch), so any production allocation that doesn't ship will usually just wait for the next gov purchase.
The associated contract number is W52H0907D0424 (on package), and it looks like it was award #4 on that contract by the packaging.

It shows that the contract was awarded on March 6, 2009, and the packaging looks to indicate that it was manufactured on 09/09.
There were several follow-up awards (right there on the page linked) for the same item, including one for July. With the packaging indicates a manufacture date after the award date, it appears company does not maintain on-shelf stock of the contract item.
Beat up packaging looks like it was shipped at least once with a bunch of other items, and since they have been sitting around for coming up on 8 years, and the seller's proximity to a sizeable Army base, it doesn't scream "just had a contract overrun" to me.

But hey, that's just like, my opinion man.

EBay has these available from several sellers (in various lengths) from places as varied as Alabama and Pennsylvania. I get your point about the Killeen, TX seller but could some of these others be DRMO surplus, for instance?

I remember when Knight's Armament used to produce these rail covers in nice little plastic sleeves of assorted sizes.

Not in new condition with ongoing acquisitions contracts.
Not legally at least.

I know that there are some things that they cannot sell except to the government, but I am not educated enough on their division of products to say that all of them are gov only.

I get a lot of stuff from Killeen (Ft. Hoot), most likely it was a buy back or auction. People wonder where I get all the Acogs and Eotechs and such that I give a way, I get them from Ft. Hood by the hundreds- cheap. sometimes brand new condition in original packaging. I don't know about rail covers but I would bet that they have more than they need and auction off or (buy back) what they don't want. That money goes to the base.

That's not how government acquisitions and disposition work.
Doesn't mean that it doesn't occasionally happen that somebody tosses the wrong thing into the DRMO bin, and DRMO doesn't catch it and allows them to move, but those items are still "inappropriately acquired".

Maybe meaning that they get smuggled out, the same way drugs in prison get smuggled in...

A basic Google search shows P&S rails available from various sources (auction sites, private sellers, etc.). Heck, P&S ought to just open a commercial sales division so they can at least tap into the civilian market demand.

Your lots get inspected and have to match the manifest before leaving. Its not as simple as throwing stuff into a bin. It takes weeks, months of preparation and assortment. Its all controlled.
