Deciding on parts for a new upper with a Noveske 14.5" chf lo pro barrel. Looking at the URX 4, it seems installing pinned gas blocks maybe out of the question. Any way to do it without drilling holes in the rail?

Probably not, unless you just get really lucky and everything lines up with one of the holes. I don't think you're at much risk with a properly installed set screw GB that's completely covered by the rail though, you could always use a high temp thread locking compound if you really don't want to take it off again.

It sounds like you have the barrel and not the URX 4. If so just pick another rail. I don't see any advantage the URX has over the KMR. Think about the potential for asshurt on a 14 1/2" barrel with a pinned MD. If you're dead set on the URX try it. The Noveske GB has a set screw in addition to the pin but I don't know if the barrel is dimpled. The barrel must be dimpled to locate the GB. How else could you do it?
The rear set screw is always directly under the gas passage in the block so reaching it shouldn't be an issue. The pin may be a problem. You need a straight shot to drive it in. If not you choices will be grind/drill or use a setscrew GB.

Thanks for the replies. A Google search showed some posts shortly after the urx4 was released hinting there was "a way" to install pinned gas blocks, but no follow-ups. Probably go with the Geissele.
