What is this historical paper describing - some sort of radar or electronic weapon?:

Direct energy weapon. Seems that Seesaw was an old research project at Livermore that never really got anywhere.

It appears as though Project Seesaw is a weapons system Radar as the document says "Radar performance notes". They are writing the Institute for Defense Analysis (whoever that is) possibly like DARPA, that this "radar" will work in theory but they have no way of doing experiments because the technology they need simply doesn't exist. I think they are asking IDA to extend there project and keep funding it. Look at the list to distribute: a lot of PhD's from major universities, Army, Navy, Air Force, North American Aviation, NIKE missile program manager, General Motors, Dept. of Physics at Cornell University, Stanford University, University of California, Wisconsin University, Lockheed Missile Systems, Martin Marietta etc. What ever it was, there was a lot of great people standing behind it.
