It doesn't say if this is an FMS contract, but isn't the US military out of the M16A4 procurement business?

Could this solicitation be part of FMS or MAP, or LE assistance programs? I'm just a desk wonk not a BTDT, but if my memory of Bureaucratese serves usual practice is to trunk all large-scale Federal contracts through a single agency for all services, varying by who originated the program. (IE, if Big Green were to as unlikely as this is adopt HK416's, they'd probably have to go through the USMC M27/M38 program office.)

Oh Gee, I did not think of that !
We are probably looking at a masterfully planned piece of pre positioning here.
Arm all of our recent enemy with our weapons systems, and then when we end up
fighting them again, we will have weapons commonalty, Genius !!!

Or more so, we know they won't maintain them nor have spare parts to repair them rendering the rifles useless if we should face them again.
