Looking for a Graphic artist

As the title states. I'm searching for a graphic artist that can do something similar to the attached,
Years ago I had a Graphic Artist come up with this for anti-drug program i was involved in.
Please no ranting about Marijuana should be legal or not or the effectiveness of said program
Made them into T shirts with image on back, and dept. logo on front.

I'd like to change several things but keep the "theme" so to speak.

The original artist is no longe available..

Does the image pictured belong to you? If so asking Google will result in thousands hits for shops that could modify it.
