I'm going to take my new build out for it's first shoot. Couple questions.
1. What do I need to clean before I head out?
2. What do I need to lube before I head out?
3. I've heard that I should run 200 rounds down the my chrome lined barrel before I put any kind or amount of solvent or CLP down it. Is this true?
4. What else do I need to know/remember?
go to gun store.
purchase m16/m4 military field manual.
read it several times.
when you feel you need to post a question, read the manual again.

there is NO break in procedure for chrome barrels (or any i believe), just clean it first, then shoot it.
Clean shoot clean, repeat.

Everything is brand new.
Do I need to clean and lube the bore before I shoot it for the first time?
Do I need to clean lube the chamber and locking lugs before I shoot it for the first time?
1. What part of the bolt do I lube? How much?
2. What part of the carrier do I lube? How much?
3. Do I lube the firing pin?
4. Do I lube the bolt cam?
5. Do I lube the tail of the bolt and the gas rings?
6. Do I lube the bolt face?
7. Do I lube the ejector spring?
8. Do I lube the extractor spring?
9. Do I lube the exterior of the bolt carrier?
10. Do I lube the charging handle completely or only certain areas?
11. Do I lube the inside top of the upper receiver?
12. Do I need to lube the trigger springs?
13. Do I need to lube the hammer springs?

i would definitely hit the rails the bcg and ch run on. no lube near the gas tube ports!!! And i don't think anyone would recommend lubing the bolt face. I haven't lubed the trigger springs, but another person may have more experience with that area.
i recently tried a different lube http://www.slip2000.com/slip2000-EWL.html and it seems to be working well; doesn't accumulate debris and went through the first 200 rounds like clockwork. I did heat the gun a bit to see how the lube would react and it stayed where i had applied it and retained it's lube abilities.
as to the amount of lube, that's personal preference. I don't like to see it running on the outside of the weapon after shooting  If i can slide my finger along the bcg and have a light residue on my skin, then i'm happy.

I always clean new guns before shooting, even ones I've assembled.
Also lube it very well with a good gun oil. I prefer WeaponShield or Militec-1. Then take it home and clean it well.
