Caught the current Navy and Marine Corps Readiness 2018 hearing just now on CSPAN and it was very interesting in it's scope and breadth.
It was chaired by Sen. Roger Wicks Armed Services Subcommittee, (R) Mississippi.
Seated before the Senate Committee were the Secretary of the Navy, Richard Spencer, USMC Commandant, General Robert Neller, Vice Chief
of Naval Operations, Admiral William Moran and GAO Defense Management Director John Pendleton.
They reported on a wide range of topics set forth by individual Senators from the long lasting damage resulting from sequestration cuts, that
devastated readiness to Naval and USMC aviation assets F18 Super Hornets to the F35 Joint Strike Fighter, to maintenance problems on Naval
and Marine Corps aviation assets to forward deployment of Naval ships supporting Marine Expeditionary Forces , they even discussed the
availability of floating docks to repair or overhaul submarines and revealed we have 3 attack submarines that have been out of service for (4)
years due to losing dive certifications. And the 5.7 Billion needed to overhaul Camp Lejeune.
It was all very interesting and presented a view of our Navy and Marine Corps a old E-5, 0311 was never aware of.

Sequestration definitely didn't help, but the elephant in the room that DoD is loathe to address is a constant state of war for the past 17 years. We're using state-of-the-art equipment and the best soldiers in the world to kill guys in pickups and caves on a daily basis. That'll really screw up readiness and maintenance. In truth, even if the latest number that Trump floated of $750 billion for FY20 manages to pass, the extra $30 billion is a very small portion of the amount we need to recapitalize the military.
