Does SOCOM have their own separate contracting apparatus or do they buy through normal contracting channels?:

That is not how government procurement works.

You can buy anything that you have funding for through appropriations. There are no "contracting channels".

I thought US military wasn't allowed to buy military gear that's manufactured outside of the US? Aren't all of SIG's optics made in China?

I think all Aimpoints are made in Sweden.

SIG Optics has a plant in Oregon, but I don't know if they're just an assembly house or a "built from scratch" operation.

The issue is not where they are manufactured, it is FOCI.

If the Army did not buy anything from foreign manufactures they would not have tanks, electronics, computers, ETC.

Berry amendment requires it.

Sig electro optics assembles it in Oregon...but some components are made oveaseas.

I would guess that most of these were bought on behalf of one or more foreign governments.

Does not require it, Berry only requires preference as specified in DFARS.

More specifically if the object is manufactured to the same specifications in the US as foreign you must choose US, or If the US factories can not maintain supply you can get a waiver. If it is not made in the US you can purchase outside the US.

The reason most manufactures bring it onshore is purely a cost related to import.

Answering your question more specifically. Yes, SOCOM has purchasing authority separate from big Army which is why SOCOM was allowed to purchase Glock pistols for their sidearm instead of having to use the Sig pistols that the rest of the Army is required to use.
