Depends on what you want the new upper to do. Those are two very different barrels.

Does one barrel have an advantage over the other? Or is one better for certain things compared to the otherI have no experience with Wilson, but stainless barrels are generally more accurate. It should be sub moa with match ammo I'm assuming.
The BCM is basically the run of the mill government "milspec" type barrel, but is also cold hammer forged which supposedly increases lifespan etc. You can expect 2-4moa on average.

In that case just save the money and get the BCM or Centurion Arms which was posted above. Apples to apples.

The Centurion would be my choice, damn fine weapon. BCM would be my next choice. Both are CHF.
I have an affinity for Centurion Arms, based on responsiveness to customer questions and their being Indiana-based. But BCM is obviously good to go, as well. No need to drop extra coin on Wilson.

The Wilson is essentially a stainless, 1:8 twist, hand lapped 'match' barrel, it comes with BCG and charging handle, for 1,189.00
The BCM is a 1:7 twist, cold hammer forged, chrome-lined, 'general purpose' barrel. With the add on BCG and charging handle, the BCM is 939.00
In terms of barrel life, both barrels should last well-beyond the normal shooter's expectations.
The differing twist rates aren't really a concern unless you want to fire super light bullets, in that case I'd stay away from the 1:7.
So, in general the Wilson is more likely going to be a very accurate upper, probably 1moa or less with match ammo, whereas the BSM will likely be a 2moa upper.
For HD, IMO, the accuracy difference is negligible.
