All ammo held after 01-01-2012 privatley owned including reloaded, must be coded or disposed of.(destroyed)

It is de-facto gun registration.

If you buy .223 is must be registered to you and then you are on record as owning a .223 weapon.

Now someone of a crimminal mind would steal ammo registered to someone else, commit their felonies and leave poor law abiding sucker on the hook for the crimes.

Could be that simple but they're not going to dig a rifle case out of someone and ID it, they're going to pull a bullet out of somebody and it will have your registration number laser etched on the base linking all your personal info to that purchase.

Didn't secure your registered ammo in an gubment approved storage container?,...
felony, which takes you out of all legal ownership.

This reaches a new level of devious registration/confiscation.
