I noticed the label on some .gov issue rifles. What does it mean? I presume it's a .gov only product?

Sounds like it’s some kind of a training rifle for virtual range use.

My guess would be that the “Bushmaster Bluefire” are Bushmasters that are purchased by .gov and converted to perform this sim training function.

I believe you are correct sir. Outwardly it looks the same as any other firearm except for the label.

Techie indoor training. Army, USMC, ....

ETA: the Bushmaster was converted, Remington/shrubguns is not affiliated. All manner of arms are converted to work with the system. Meggitt/InVeris is the outfit behind Bluefire.
