That was clear as soon as they started easing up on One Child even before unleashing Mu Shu Achoo... they're either breeding an army for war, or trying to breed replacements for current and anticipated losses. And then with them harvesting the genes of everyone participating in the '22 Olympics, not to mention backdoor harvesting the libraries from places like 23andMe... well, that data can be used two ways, both for engineering supersoldiers and for creating bioweapons targeted on specific genes. Somebody needs to teach them that that kind of shit is how you get bad zombie movies... just like somebody needs to remind the Faucists wanting to monkey with RNA that they're meddling with things we do not yet fully comprehend.
