It's kind of hard to sort through all the gobbledygook in this document, but what's being solicitated here? Seems that they're looking for out-of-the-box ideas on the SOPMOD kit, but that's all I get from it. :

It's an unfunded solicitation for concept papers, CONOPS, ideas, etc. No hw/sw. They're asking industry to think out of the box and/or introduce concepts regarding employment and sustainment of new technolgies and gadgets.

If you have a rail mounted pocket pussy, you jump thru the hoops, brief the movers and shakers, provide samples for testing and at some point in the future you just might end up being the provider of the Mk13 Mod 0 Moral enhancement device, as part of SOPMOD Block 69 fielding, if someone else does not contest your award and derail the program for 3-5 years:D

Yup, and open invitation to figure out new and cool things for weapons system. Some pretty off the wall ideas have really helped the end user.
A good example is Larue's pencil flare rig. Fits a very specialized role, but it fits that role well.

Improve target acquisition, day and night, 0-600m while carrying less ammo. Sounds like they need marksmanship training similar to the Marines, the EOTech 557 with 4x FTS, Rail system on the front for night vision.

To Improve the M4 with the standard issue 14.5" barrel, they need to go to a 1-in-7 twist barrel and use Black Hills 77Grain Mk 262 Mod 1 Match BTHP Ammo. A 1-in-7 18" would be ideal. Unfortunately, 55 gr. ammo in a 14.5" barrel does not provide terminal performance past 150m (my personal opinion from the sand).

They need to adopt the weapons, equipment, and ammo that Spec Ops carries. Problem is cost, production, and availability.

Can you, without GOOGLE tell us what SOPMOD means, and perhaps who the target audience for the term being discussed is for..........
