Captain running the range failed to have proper personnel to ensure safety, failed to train and equip for medical emergencies.

I've never been in the .mil. Soldiers: Is this legit, or is it bureaucratic scapegoating?

Not having medics and not checking weapons are legit no-go’s but they rest is BS. I’ve never seen a medical rehearsal beyond ensuring the driver for the medical evacuation vehicle knew how to get to the hospital.
