Sure, but you're asking the very people who are retaliating against whistleblowers, to enforce prohibitions against their retaliation, all while they're leaking damaging information against their political enemies on the other end of the pipe and never even looking for "who" leaked it. It's the ultimate self-deal and they're never gonna give that up! :no:

Garland is pretty much threating people who report wrong doing to Congress through the Whistleblower program. I know from the experience of others that have used the program to report things, that the Id of the whistleblower isn't protected. They were usually dimed out within a week of reporting wrongdoing.
