Form-1 a lower not registered to me

So my wife has a Ar15 registered in her name. She doesnt really use it so I plan to convert it into a SBR. Can I submit a Form-1 under my name for her AR15? or do we have to go thrunthe FFL and do a transfer from her to me before I submit a Form-1?

First, this should have been placed in the NFA section. Just saying.

Second, registered in her name how? 4473 doesn't equal registration. I've have filed Form 1s, and been approved, on guns I bought used from a private party.

As utahjeeper said, there is no federal registration, assuming this is a non-nfa gun. In a federal context, nothing is officially registered in anyones name until a tax stamp is issued. State registration is another thing, but I still dont think it would change anything for federal.
