These are evidently for competition. Looking at the brand names called for in the attachment, it seems odd to have DPMS parts specified by name :D

and there's always the consideration that DPMS might have asked a few senators or congress members, why they never receive requests for government contracts

I found it odd that they listed no specific mfg for barrels...you'd think they'd go top dollar (m16 barrels), but I guess this gives them room to play the field...so to speak.
