i would vote Eotech for what you have listed but one of the 1-4X scopes is really were you should be looking for a do all.

Trijicon 1.25-4x is the best all around optic you'll find.

Inside of 100m any of the Aimpoint, but it doesn't zoom-in.

Outside of 100m the ACOG, but it doesn't zoom-out.

There are a multitude of options but what's the price range. That might help narrow it down a bit. I would suggest a low power variable and there are many options from $250 to over $2000. It just depends on how much you want to spend.

I would have to save up for an ACOG but I can afford the Aimpoint and Eotech, I'll probably save the ACOG for my 20" and just get a Aimpoint or EOtech

I voted for the ACOG. The TA31F for all-around usage, or the TA01NSN if shooting is based more on precision based shooting.
I would have chosen an Aimpoint, but if you're trying to survive, and need to hunt your own food, it would be awfully hard to do without at least a little magnification... at least where I live... (talking about deer hunting).
But I still agree with everyone else, for a survival tool, end-of-the-world type situation, I'd prefer a low-powered variable, something in the range of 1-4x24 and 2-12x32, the 1-4x optics are hard to beat for an optic that can do it all.
