I am looking at a CMMG 22lr conversion kit I found online, but the site says I am responsible for all regulations, state, federal, or blah blah blah. Do I need a FFL to mail order this, or can I just buy it?

Thanks

Lower receiver=registered "firearm"=need an FFL.

They just don't want to be responsible for sending a high-cap magazine (which the kit usually includes) into a state where they're illegal...

If it needs the rest of a firearm, or the component that is classified as a firearm, then no.

The kits with 10rd magazines are for ban-tarded states.
