Looking at the above document, can anyone tell what type of 9mm is specified? Possibly the P226?

It says:
CLIN 0001 - SIG SAUER 9MM PISTOL (SP2022)

That would indicate that it's the SP2022 (http://www.sigsauer.com/Products/ShowCatalogProductDetails.aspx?categoryid=33&productid=121) (a SigPro). If you follow that link, it states that this very model was awarded a contract by the folks at Rock Island Arsenal for 5000 pistols in 9mm... That was in 2004, but it stands to reason that this is a continuation/extension of that contract. All the details match up.

I couldn't get the link to work but weren't they for Federal railway cops or something?

SIG has been extremely active and aggressive about selling the 2022 in Central & South America as well as the Middle East. This TACOM order is part of a foreign aid package.

Yep, these are going to Colombia. It isn't their first order.

The December 2004 TACOM contract for 5,000 SP2022 mentioned above was for the Iraqis. TACOM also purchased 5,000 Ruger P95 for the Iraqis at the same time in a separate contract. (They wanted 10,000 9mm pistols delivered as soon as possible.)

Several gunwriters screwed up reporting the 2004 orders, stating that they were for armored units, having fixated solely on the term Tank in the TACOM designation. Among its responsibilities, Tank-automotive and Armament Command (TACOM) at Rock Island is tasked with ordering almost all of the US Army's small arms. They also handle certain small arms orders for the other service branches, Foreign Military Sales (FMS), and even Federal, state, and local agencies on occasion.
