in general there is no liscence required to sell ammunition only

To sell or buy, from my understanding everything else is AP, and being a handgun ammo it falls under this

USC Title 18, Part 1, Chapter 44, Section 922
(7) for any person to manufacture or import armor piercing ammunition, unless—
(A) the manufacture of such ammunition is for the use of the United States, any department or agency of the United States, any State, or any department, agency, or political subdivision of a State;
(B) the manufacture of such ammunition is for the purpose of exportation; or
(C) the manufacture or importation of such ammunition is for the purpose of testing or experimentation and has been authorized by the Attorney General;

(8) for any manufacturer or importer to sell or deliver armor piercing ammunition, unless such sale or delivery—
(A) is for the use of the United States, any department or agency of the United States, any State, or any department, agency, or political subdivision of a State;
(B) is for the purpose of exportation; or
(C) is for the purpose of testing or experimentation and has been authorized by the Attorney General; [1]

lol nvm. i figured it out. Just an argument t the range. Local guy was givin my buddy shit for having his fiveseven out there, using home loads that can penetrate armor.

Long story short he said it was illegal for us to have them, stating all ap handgun ammo was banned. But it is legal to own it, just not to sell it.

AP is specifically described in federal law. If your buddies handloaded ammo does not meet that description exactly then it is not AP handgun ammo.

Not sure what this means? Does this mean if it does meat the description is is outlawed? From what I read it just cannot be manufactured or sold in the united states, but there is nothing saying civilians can't have it if they got it.
