Use with a low-power variable scope!

I still can't see any real world application for that type of sight. It looks like something else to tear up or fall off. IMHO.

It's used for competition shooting. Most of the guys are running magnified optics, and they're too slow at close range. They'll mount something like this or a JPoint or Docter sight in the 1:30 position on their handguard to use at close range.

Some guys with real world guns use optics as back ups sometimes mounted out on the rail and sometimes mounted on the primary optic. Generally you see them on lots of 3gun rifles. I sight mine in for POA/POI at 15yds but they're good to out to 25yds on wide open targets, for smaller targets or small steel I just knock the scope down to 1.5x and remember to aim high because it'll hit low.
