What makes a gun a Recce build. I have seen it with Noveske, and on another post running now. Dont know Shinola about this one?

A Recon/Recce build is not an official term by any means, and lacks standardization.
The basic premise is a 16" precision barrel and low power magnification optic.
The barrels tend to be mid-length gas.
Like I said though, since there are no specifics it's pretty much what you want it to be within those wide parameters.

Failure2Stop has it right. My understanding is that this term grew out of a rare NSW/Crane build for the SEALs. However, the build was never type classified and the weapons, which are uncommon to begin with, vary greatly. There is some information here (http://en.wikipedia.org/wiki/SEAL_Recon_Rifle), but I can't vouch for the accuracy.
In common usage, it has come to mean 16" precision free floated barrels with mid-length gas systems and magnified optics. The term also has come to mean very versatile rifles that are useful for a variety of roles and missions.
Centurion Arms (http://www.centurionarms.com/products/p001_upper_recce.html) offers an excellent Recce build that reflects a "typical" military Recon rifle, if there is such a thing...

Here is a link to a Recce Rifle build that I found online, I think the builder even posts here so maybe he'll chime in. I am more or less using his build as a model for my current build project with a few differences, I am using a Vltor CASV-M rail system, different optics, etc.

Nope, it's not mine, that's right off of Centurion's page. I agree it is a sharp looking build. My own Recon rifle is a Noveske. Perhaps not as authentic as the Centurion model, but a tack driver nonetheless. I'm currently in the market for a Nightforce optic to finish my build, but perhaps I'll post some pics when it is completed.

So say someone wanted to convert an existing upper to this configuration... I could take my M4 upper, replace the barrel with the appropriate barrel, add FF rails and pretty much be there, right (sights and optics aside)?
Also, I know a lot of people go to a two stage trigger like the Giselle (sp) triggers when going for a precision build... how would a Bill Springfield tuned single stage compare to the higher end 2 stage?
