My father recently purchased a complete A1 upper from Ohio Ordinance. It is obviously Colt Gray in color. I was wondering if any of you have experience with Aluma-Hyde II Park Gray color. Is it close to Colt Gray? I am wanting to paint his lower so it matches FAIRLY well. Thanks, guys.

A better option would be to buy an NDS A1 style lower that is already anodized in the correct color.

Are we talking surface finish scratches here or down to the metal chips?
We have an M16A1 which came with a dark grey upper. It had some surface scratches and a couple of bare metal chips on the carry handle. I used black Aloxide on it and I didnt notice any diff in color after.
The Alumahyde type you mentioned above should work just fine on both types of scratches but probably more so with the surface scratches as it just re-darkens the original anodic layer.
BEst thing to do is to try it on a small portion first.
