A big DUH here, I knew this twenty years ago.

It is pretty obvious how they are assigned. But the question to me is, if it takes 1,000 guesses to get someones number, what is the real issue? Even if it were totally random it would only take 1,000,000,000 shots at most.

Never liked the number system, but if you tried to start a new one, people would howl about the mark of the Devil.
