Anyone good with PC's mt PC cannot find the DVD player/drive when I go to device MGR it is telling me device cannot start (code 10) any suggestions?

First try this:
- right-click the device in DevMgr and select "Uninstall"
- reboot
- DVD drive should be detected upon reboot and work fine

Second try this:

1. Choose Start > Run.
2. Type regedit in the Open text box and click OK.
3. In the Registry Editor dialog box, navigate to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class and select the {4D36E965-E325-11CE-BFC1-08002BE10318} key, which appears as a folder.
4. Select File > Export (Windows XP) or Registry > Export Registry File (Windows 2000).
5. In the Export Registry File dialog box, select Selected Branch under Export Range, name the file (for example, CDDVDkey.reg), and click Save to save the file to the Desktop.
6. In the right panel of the Registry Editor, select the LowerFilters line, and then choose Edit > Delete. Click Yes in the Confirm Key Delete dialog box.
7. Select the UpperFilters line, and then choose Edit > Delete. Click Yes in the Confirm Key Delete dialog box.
8. Close the Registry Editor.
9. Restart Windows.

It could also be a new CD/DVD burning software you installed, or an image (iso, mdf, cue, etc) mounting tool.

I'd also maybe pop the case and just double check that the ide (I'm assuming most mfgs haven't moved to sata yet for optical drives) connector hasn't wiggled loose. Even if it looks tight I'd take it loose and re-seat the cable.

AFTER powering it off. ;)
Had to be said, since I don't have any idea about the level of knowledge of the OP, other than that he knew enough to check Device Manager.

Did this happen after a recent upgrade?

Start HERE (http://support.microsoft.com/kb/314060) with MS Fix it. Let me know if that takes care of the issue.
